Is it legal to text while stopped at a stop sign or stop light? 

Answer from CHP Officer Bradley Sadeck: 

It is illegal to send or read a text while stopped at a stop sign or stop light. It is also illegal to use a hand held cellphone while stopped at the same.

I guessed the answer to this as soon as I saw the question ... the real question is why so many people do it so blatantly. I admit I occasionally have to do something with my cell phone, if it is just to take it out of my pocket to answer a call before I put it in the little holder on my dash. It's just that while I might be doing that I am not driving or holding someone up or risking their life.
