Firefighters then had to cut open a second lock and chain to get to the pathway, at which point they discovered two shopping carts full of paper and other products on fire, Woodard said.

The cart fires had spread to the Caltrans easement, and Caltrans was asked to reduce speed while firefighters knocked down the blaze.
